The PSA Sweepstakes Raffle will kick off the New Year on a very happy note because on October 22, Governor Shapiro signed Senate Bill 416 into law. This law, sponsored by Pennsylvania Senator Devlin Robinson of Wexford, amends the 1988 Local Small Games of Chance Act to allow eligible nonprofits to accept electronic and digital payments. Nonprofits were previously restricted to cash, check or money order payments for Special Raffles. These raffles exceed the normal per-chance prize limit of $2.000. The Sweepstakes grand prize is $5,000 and the restrictions on digital payments for chances have seriously stifled our ability to fundraise in an increasingly cashless society.
This is a sweet victory for the PSA Sweepstakes team because for five years we have written letters, made phone calls, and cornered Pennsylvania government officials at events to plead for action to remedy this antiquated law that prohibits nonprofits but not for-profit businesses from accepting digital payments.
Many thanks to Senator Robinson and his staff who not only saw the need to amend this law, but actually acted on it. After four years and their tireless efforts, SB416 was signed into law on the last day of the Senate’s two-year session and will take effect 60 days after signing.
